Not entirely. Signal requires a phone number to create and verify your account (see: Perché è necessario un numero di telefono per registrarsi a Signal).
The number must be able to receive an SMS or phone call. Signal can also be registered using a landline phone. If you cannot receive SMS messages on this number, you can choose the “Call me” option during the registration process. You will then receive a spoken verification code, which allows you to register Signal using your landline number.
Although a phone number is required for registration, on Signal your phone number is hidden by default for others, and you can connect with others using usernames instead of sharing it. Once set up, you can also use Signal on linked devices without actively using your number.
Note: Signal can only be registered with one phone number per device, and each phone number can only be used on one mobile phone at a time. Dual SIM is not supported.
