The two check marks in Signal next to your messages can mean two things. The two “empty” check marks mean that the message has been delivered to your contact. The two filled check marks are read receipts and mean that your message has been read by your contact.

Read receipts are optional, and both you and your contact must have this option enabled in order to see this status. You can turn read receipts on or off in Signal Settings. Go to Privacy and toggle Read Receipts on or off.
